A meeting is to take place with the mall's tenants at the beginning of April when full details of the scheme will be released.
The plan proposes an extension to the mall to provide a new anchor store and extra retail units on the ground floor, while the top floor will consist of a food court, toilets, and ancillary spaces.
The agent is Todd Architects, Belfast.
Brian Walker, chairman of Portadown 2000, said the Mall had been a success story and any plans for its extension would be "a great thing".
He also called for other vacant developments in the town's High Street to be occupied soon to "allow as much diverse trading as possible".
Just this week, Mr Walker appeared on the BBC Politics Show, where he was upbeat about how far Portadown had come in the 10 years since the IRA ceasefire.
Speaking to the Portadown Times this week he said, "It is very encouraging to see how the town is improving.
"With an economic downturn on the horizon, Portadown is uniquely placed in the whole of the province to withstand it.
"The town has a firm industrial base, largely for essential goods such as food, which is to be a major industry in the next 10 years."
